I help local governments, nonprofits, community development financial institutions, and small businesses across Southwest Virginia and Central Appalachia turn funded plans into finished work. My practice covers planning and strategy, project and program management, grant strategy and administration, and small business technical assistance. I have sat on both sides of the funding table.
In 2021, I reviewed Rebuild VA applications for the Commonwealth. My job was eligibility, completeness, accuracy, and fraud indicators. I read hundreds of applications and learned exactly where a submission falls apart.
Before and after, I have been on the other side. For six years I directed major projects for the Town of Bluefield, reporting to the Town Manager and Town Council, administering awards from $100,000 to $1,000,000 under VDOT and DEQ guidelines, and keeping records to audit standard while the compliance calendar ran.
Most consultants have done one or the other. Knowing both changes the work. I write proposals with a reviewer's eye, and I build compliance systems with the memory of a town staff of four people trying to keep up with a federal award.

Serving public bodies from the inside taught me how decisions actually get made in a council chamber. Recommendations I write account for the politics, the staffing, and the budget cycle a client lives with.
How I work
Every engagement follows Project Management Institute practice sized to community development. We set a baseline for scope, schedule, and budget at the start, and I report against the baseline rather than against last month. Status covers where we stand, what changed, what comes next, the top three risks with owners, and any decision I need from you with a date. Risks live in a register, not in my head. Records reach audit standard from day one instead of getting assembled at closeout.
